With advancements in computing technologies, computers have penetrated into almost all application areas. Healthcare sector is no exception. With the use of ICT, healthcare service providers are offering better and newer models of healthcare services. Hospital Information System, Telemedicine, Tele-education, Mobile healthcare are only a few examples of such healthcare services. Emerging trends in ICT will see further growth of such healthcare services. However, all efforts are in vain if a strategized approach is not taken towards developing a common framework and model that maintains the vast health information generated while care is provided to the masses. World over activities are already taking shape towards building common, national framework and model for health records. Countries like Denmark, England, Hongkong, Canada, Singapore, and Austria are ahead in this work and have developed National Health Infrastructures.

In India, there is an urgent need to create a framework for building a distributed, scalable, and reliable healthcare information store system that can have a single EHR for every individual of a nation. Building such a system is a challenging task involving several research and development problems. Some of the key issues that will need to be addressed are:

  • Evolving a common EHR Model for heterogeneous health informatics standards
  • Evolving policies and mechanisms for secure storage and access of EHR
  • Building a national distributed, scalable, and reliable healthcare information store framework for storage and access of all EHRs of a nation
  • Develop scalable replication, consistency algorithms for high availability of healthcare information for geographically distributed EHR data stores

Centre for Development of Advanced Computing (C-DAC) is a premier R&D organization of the Department of Electronics and Information Technology (DeitY), Ministry of Communications & Information Technology (MCIT) for carrying out R&D in IT, Electronics and associated areas. C-DAC's expertise in Health Informatics and High Performance Computing, Grid Computing, Multi-Lingual has made it develop technologies in these areas for the benefit of masses. C-DAC has carried out extensive work for Electronic Health Records, Telemedicine, Health Informatics Standards and Distributed Computing. C-DAC is also a member of the EHR Standard Committee designated by Department of Electronics and Information Technology (DeitY), Govt. of India.

Swedish Institute of Computer Science (SICS) is a leading research institute for applied computer science in Sweden. SICS is a non-profit organization. The mission is to contribute to the competitive strength of industry by conducting advanced research in strategic areas of computer science, and to actively promote the use of new research ideas and results in industry and in society at large. SICS collaborates closely with the international research community and with both large and small companies, in Sweden and internationally. SICS has developed its core competence in the field of Distributed Storage, Embedded Systems, Distributed Multimedia Streaming, Wireless Sensor Networks and many more.

C-DAC and SICS have collaborated for Technology Development for Building Distributed, Scalable, Reliable Healthcare Information Store prototype. The purpose of this project is to research a framework for a single electronic health record (EHR) store for every individual of a nation.

This workshop is an opportunity for both the implementing agencies of this collaborative R&D project to disseminate information related to this work, thoughts and discuss challenges with the invited experts in relevant domains and stakeholders in this national-level technology.
